Cost Engineer

We have an immediate requirement for an experienced Cost Engineer for a world-class Oil and Gas Project. The position will be based in Brisbane with business travel to Project locations as required.

The successful applicant will be responsible for coordinating all aspects of cost control and reporting including change management, estimate development, cost control and progress measurement.

Responsibilities will include:

  • Providing overall project cost, schedule, estimating, progress measurement and change management leadership and expertise.
  • Participating in kick-off meetings with contractors and ensuring common understanding of cost, estimating, progress measurement and change management requirements.
  • Conducting briefing sessions for project team members with respect to project control requirements and processes.
  • Cooperating with IPR teams and post audit activities with respect to project services functions.
  • Participating in gathering and recording lessons learned for the project.
  • Supporting PMT and Cost Stewards with ongoing project cost analysis, reporting, forecasting, budgeting and change management.
  • Developing and documenting control estimates and budgets (annual and multi-year) and ensuring that these products reflect the approved project design/execution scope.
  • Analysing cost trends and developing and reviewing cost forecasts.
  • Preparing monthly cost reports including budgets, forecasts, expenditures and commitments.
  • Maintaining ongoing cost vulnerability and cost reduction opportunities database.
  • Reviewing Controller's monthly Stewardship Report for actual invoice bookings.
  • Developing monthly estimates of Work-In-Place (WIP) and third party costs.
  • Administering the project change control process for the Project and PMT.
  • Developing monthly expenditure and commitment forecasts.
  • Monitoring and reporting on cost implications of changes.
  • Participating in contract commercial bid evaluations as required.
  • Participating in the development of Contract Price Budgets.
  • Supporting preparation of Advance Commitment or Full Funding estimates and budgets.
  • Responding to ad hoc requests relating to controls and reporting.
  • Monitoring and appraising the performance of the contractors in the areas of cost control, progress measurement and control.
  • Examining and evaluating the contractor's cost control organisation, plans, performance and procedures.
  • Reviewing and, where appropriate, endorsing progress and cost baselines and forecasting prepared by contractors.
  • Analysing cost and progress trends developed by the contractor.
  • Reviewing and endorsing progress measures reported by the contractor.
  • Reviewing cost bases of contractor's Change Proposals - reviewing and endorsing Change Orders - monitoring, analysing and reporting contractor invoices.
  • Assisting PMT/sub-project management in developing and reviewing cost corrective actions and recovery plans and making sure needed actions/plans are implemented.

    It is essential that applicants possess the following:
  • Bachelor of Science Degree in Engineering, Engineering Technology preferred.
  • Ten (10) or more years experience in the oil and gas industry.
  • Seven (7) or more years of project controls experience focused on cost control and some schedule control achievements.
  • Mining and metals and/or civil works experience.
  • Strong influencing, consulting, mentoring, analytical and computing skills.
  • Ability to adapt to changing priorities.
  • Strong interpersonal and communication skills.
  • Ability to multitask and respond quickly to urgent analysis requests.
