Project Controls Engineer

We have an immediate requirement for an experienced Project Controls Engineer to fill a resident contract in Papua New Guinea.

The successful candidate will be responsible for all aspects of project control and reporting including project change management, estimate development, cost control, progress measurement, schedule development and schedule control.

Key responsibilities and duties will include:

  • Providing overall project cost, schedule, estimating, progress measurement and change management leadership and expertise.
  • Participating in kick-off meetings with the EPC Contractor and PMT to ensure common understanding of cost, schedule, estimating, progress measurement and change management requirements.
  • Conducting briefing sessions for project team members with respect to project control requirements and processes.
  • Cooperating with IPR teams and post audit activities with respect to project services functions.
  • Participating in gathering and recording lessons learned for the project.
  • Supporting PMT and Cost Stewards with ongoing project cost and schedule analysis, reporting, forecasting, budgeting and change management.
  • Developing and documenting control estimates, schedules and budgets (annual and multi-year) and ensuring that these products reflect the approved project design/execution scope.
  • Analysing cost and schedule trends, developing and reviewing cost and schedule forecasts.
  • Maintaining ongoing cost vulnerability, cost reduction opportunities database.
  • Developing monthly expenditure and commitment forecasts.
  • Monitoring and reporting on cost and schedule implications of changes.
  • Participating in developing contract price budgets, contract control schedules and milestones.
  • Supporting preparation of advance commitment or full funding estimates and budgets.
  • Interfacing with Controllers regarding AFEs, budgets and invoices.
  • Monitoring and appraising the performance of Contractor's site in the area of cost, progress and schedule control.
  • Examining and evaluating the Contractor's cost and schedule control organisation, plans, performance and procedures.
  • Reviewing cost and schedule bases of Contractor's change proposals including review and endorse change orders - monitor, analyse and report Contractor invoices.
  • Assisting site management in developing and reviewing cost and schedule corrective actions and recovery plans, and making sure needed actions/plans are implemented.

    Position specific scope this position will be overseeing is:
  • Development Support Owners and 3rd party Scope Management valued at approximately USD800M.
  • Highlands Highway Trucking and Airbridge Logistics Contractors (Project critical path).
  • Highway Logistics Infrastructure Repair contracts.
  • Project Management Team Staffing Costs.
  • Personnel Aviation Contract.
  • Strategic Community Investment Contracts.
  • Stewardship Reporting.
  • Supports two (2) Senior Project Managers.
  • Possible business travel to remote camps.

    It is expected that applicants will possess the following:
  • Bachelors of Science Degree in Engineering, Engineering Technology, Business Administration preferred.
  • 5 years oil and gas industry experience preferred.
  • Willing to work overseas in a team environment.
  • Willing to relocate to required project site.
  • Strong influencing, consulting, mentoring, analytical and computing skills.
  • Adaptability to changing priorities.
  • Strong interpersonal and communication skills.
  • Ability to multitask and respond quickly to urgent analysis requests.
